The DMV has some a long way. They are so much more organized then years back. Having online services has helped to reduce the amount of people who have to step foot in the building.
I had to transfer registration from a car I purchased and it was such an easy process. Just brought in the notarized title and emissions test and paid for the difference for the registration. Was in and out in under 20 minutes. The longest part of being there was waiting to get a number.
When I turned 16 years ago I remembered when the whole building was full of people and it was utter chaos. You had to wait over an hour to get help. Now, when you walk in, it's almost empty. I think there was about 9 people in the waiting area.
This is definitely a good location to come to if you have to come in and have to get something done at the DMV.
