This place is a convenience store with dry cleaning available. Only real issue is that it is rarely open. This isn't a typical business that has "hours of operation". Rather, it has one woman (presumably Tina) who comes in from time to time and makes your clothes relatively cleaner, but not super clean.
I once paid $2 to dry clean a shirt. Then another time I paid $2.50 for a shirt. Like her operating hours, I'm not sure there is any sort of standardization. Tina plays by her own rules.
