Bottom-line: friendly but not empowered to do the right thing when they screw up. If you're just doing depositing your paycheck and taking it out in cash, it's fine. Just don't expect anything beyond that to go well.
I tried sending out a wire transfer in May. After telling me that they finished the wire transfer, it turned out that they never ended up submitting it and I never received the funds! I spent an hour later that week trying to fix their screwup at another branch. I asked for the fee to be waived given that I spent an hour of my own time fixing a screwup that was entirely PNC's fault. I was told the fee would get taken care of but I reviewed my statement later and it never happened! I had a similar issue this month while closing my account -- again, errors by PNC employees wasted my time and forced me to come back in to fix their error. Mea culpas ensued, but talk is cheap.
These issues get escalated to higher ups, so it's not the branch staff's fault: they're very friendly but their hands are very clearly tied -- they have zero authority to do anything other than apologize -- and often not informed.
I must say though, at an institutional level, PNC playing hardball on a $30 fee for a service that costs the bank close to nothing is pretty slimy. Reminds me a bit of RyanAir.
