Boulder Beach is what I will refer to in this post. Seems that the campground and the beach are consolidated here. However, the beach is public and accessible to anyone entering the Lake Mead National Recreation Area. Flush toilets are available as you enter the Boulder Beach turn off. Down by the water are additional non-flushing toilets, as well. All are well maintained and so is the shoreline. Gulls, occasional ducks and other foul inhabit the water front. Due to the rocky terrain on the shore and in the shallow areas, you MUST WEAR SHOES. Just go to CVS on the way there and pick up some water shoes. This is definitely a swimming beach so don't listen to the tenderfoot complaints of others. You can even go in your tennis shoes to overcome the ouch factor to enjoy a refreshing swim.
