During that short time there were several incidents of misconduct by teachers. This particular preschool has cameras so parents can observe activities all day long. \nNaptime:\nThe first issue of note was the length of naptime for three- and four-year olds. Naps start immediately after lunch, i.e. from 11:00 am to 11:45 am. The children are absolutely not allowed to get up until around 3:00pm that meant children after having been fed and given beverages were forced to stay on their mats from three to four hours. After we voiced concerns over seeing our fully awake grandson flipping around on his cot with nothing to do, the school agreed to give him a book or toy to play with on his cot. They did eventually reduce nap time to a maximum of three hours.\nTurnover/Training:\nTeacher turnover was very high the entire time our grandson attended the school. Which meant new teachers were not properly trained before beginning their responsibilities. Ultimately this is why things constantly went wrong. I believe the Director (Miss Kim) was never able to fully monitor what was really happening in her school, screaming by teachers, literally tipping children off their cots, and other unacceptable practices became the norm. \nStudent/Teacher Ratios:\nThe maximum student/teacher ratios at the school were often disregarded and we would notify Miss Kim when we were aware. Her normal response was that she had just lost another teacher and to please bear with us while we try to fill the position. The result, however, was that the school failed four out of four state investigations into this matter. Although the school would agree to comply with state regulations going forward, the continued failures suggests a lack of effort or a lack of ability to remedy the problem. This is both a quality of care and a safety issue.\nAbuse: May 2016-The last and final incident: I watched as Miss Angel proceeded to wrap 2 sleeping children in their sheets with the head covered, pick them up and swing them or slide them on to the floor in hopes that they would wake up. According to AZDHS she said it was a game called Baby Burrito. My husband and I went to personally speak to Miss Kim about what I witnessed and she responded in a neutral tone that she would review the cameras and get back to me. Her emailed response was that she acknowledged that the teacher made a poor choice but she didn't feel it was dangerous. Her plan was to have a counseling session with Miss Angel regarding the proper way to wake up and move a sleeping child. I was completely baffled and saddened by this response. \nConclusion:\nThese are significant allegations but all have been found to be true as documented on the State of Arizona Health Services website http://hsapps.azdhs.gov/ls/sod/SearchProv.aspx?type=CC You will discover that Mill Avenue School has been investigated four times after their initial annual review due to allegations that were substantiated upon investigation. I encourage anyone that is going to enroll your child in a school to check the government site first. Also schools are obligated to keep a copy of State surveys at their schools for the public to examine or you may go to AZ Health Services and view these records.\nEpilog:\nMy grandson now attends a different and extremely well run preschool.
