You get what you pay for! And with low costs, consistency can be an issue. -Sometimes they wash my hair, sometimes they don't bother. -Sometimes the stylist has nice sets of scissors, spray bottles, and supplies. Sometimes they have what look to be second hand scissors and really ghetto supplies. -Sometimes the blaring electro music is especially loud coming out of the brutally old and distorted stereo system. -Sometimes the people working look like they want to kill themselves, or only want to talk to the other stylists. Sometimes they are nice and personable people. But all that said, I'm a guy who has a pretty easy hair cut to replicate without screwing it up too bad, even being cut by some random person with a questionable amount of experience. Combine this to the fact that I can walk in off the street even on a Monday, usually not wait more than a couple minutes, and get a hair cut for $20 which includes a 25% tip... I have no complaints and warrant it the 3 stars it deserves.
