For 4 stars, 75% goes to the food and 25% is for the view. First, the experience was unique in that you dine at the top of the tallest building in Las Vegas. The long ride in the elevator built up the anticipation. We did need to wait for perhaps 10 minutes though we had our reservation. Every table has a view of Las Vegas as the restaurant rotates 360 degrees. The night view was romantic and spectacular. We tried the prawn shrimp and crab cake appetizers. They were excellent. The lobster bisque tops the best I had and is a must try. However, my New York steak was just average and a bit chewy. The restaurant seemed to rotate faster than I thought. You could feel the movement. I guess it's ok as long as you don't feel dizzy. The waiter told us that you don't feel as much movement facing the direction of the clockwise rotation. My waiter's service was excellent and cordial. You can see people doing bungee jump from the roof. Overall, I'd recommend it as it is a once in lifetime experience. Price was reasonable, we spent about $65 per person considering the venue and the price you pay for food on the Strip. BTW, I was told to be dressy but most people in the restaurants showed up with just casual clothing and even jeans and tennis shoes.
