I have lived here for just over 4 years and have to say that the property has never looked so good. Before the new owners and management took over there were frequent cigarette butts strewn all over the grounds and sidewalks and so much unsightly and unsanitary dog waste. There were also frequent water leaks underground that went untended and unfixed for long periods of time (and hence increased the shared portion of the water bill). They did a complete desert scape re landscaping over a year ago and now that it is established it all looks very pretty. Recently we went through yet another renovation (office/pool/exercise room) and while it was annoying to have these things out of commission for several months during the summer, the finished product is really beautiful. I give 5 stars to the office staff---everyone including Shannon the Property Manager, Commander the Assistant Property Manager, Tim the leasing agent, and before she went on maternity leave Melanie the other leasing agent are first rate. I am someone who addresses problems directly with staff and have always been warmly received and any issues dealt with in a timely and professional manner. They don't just give "lip service" they actually do something about problems and really listen to concerns. As an example I spent an hour yesterday talking to Shannon who is taking concrete action. I also give 5 stars to the maintenance team. I have personally dealt with Daniel and Rego and cannot say enough good things about not only the quality of the maintenance work but also the timely fashion that requests are handled (and they are both such nice people). For me the requests have been handled within 24 hours or less for a non emergency request and within 2 hours for a semi emergent request. Have never had an actual emergency maintenance request but suspect they would be there right away. Villa Blanco is also a perfect location---walking distance to so many things, within a beautiful residential neighborhood, and right on the bus line. The complaints I have with this complex have to do with structural issues that exist with a property that is several decades old---single pane windows let in second hand smoke, hot air during the summer and colder air in the winter. The garages are shared which isn't ideal (personally wish they could divide them so each occupant has a private garage). The insulation between floors is such that you can hear people above you if you are on the bottom floor. Some of the apts. have vents that don't provide enough air to a particular room. Another issue is that I wish that it could be a non smoking apt. complex or at least either the North Side or South Side (of Bell De Mar) could be non smoking because the smoky air can be bothersome if you live near smokers or if you have one next to or above you (again leaky windows). And one last negative for me is that the new owners have added fees that didn't use to exist before. Most of them are small amounts (for pests $2/mo and parking lot maintenance-$5/mo ). But recently the owners have now added a $25/mo valet trash fee that seems pretty unnecessary given how easy it is to walk the few feet to the trash bin and in addition there is now a $5 or $6 monthly fee to cover part of the common area electricity use. So much as I would love to give this complex 5 out of 5 stars I have to knock it down to 4 stars because of the structural issues mentioned above and all the added fees especially since none of these fees existed when I first moved in 4+ years ago.
