It is very clear that the Cox Company has serious customer service and management issues.
Unfortunately, they have a monopoly for service providers in this area that makes it impossible to get service elsewhere. They have been a member of ALEC (American Legislative Exchange Council) where global corporations and state politicians vote behind closed doors to rewrite state laws to only benefit the large corporations and pad the pockets of the politicians, since 2014.
They don't care about good customer service because they are literally changing laws to take the choice away from consumers.
