As a tourist attraction:
There is a rooftop "garden" on Monona Terrace that the website says is open 8a-10p if there is no special event. The rooftop is mostly made of cement pavers. There is seating with umbrellas and unobstructed views of Lake Monona and good views of the capitol. The rooftop garden is nice but not so much am attraction in and of itself. It's just a nice place to sit and take in some fresh air.
Public tours of the building are just $5 and take place at 1pm starting in the gift shop. The gift shop is located on level 4 west. The days vary depending on the season (daily May-Oct; F-M in Nov-Apr). Check the website for holiday closure days. There is also a gallery below the gift shop you can view for free without a tour or before/after a tour.
The tour itself was good for what it was. We got to get into rooms in the convention center that normally are off limits unless you are part of a conference that rented those rooms so that was cool. We got to learn about the rooms' common uses and about some of the design themes in the building, about it being a green building, etc...
I wouldn't have deleted anything from the tour as it was. However I would have added two components. I would have added a video, or something recited by the guide, that discussed the construction of the building. Secondly I would have included a part more about Frank Lloyd Wright's philosophy and how it's evidenced in the building. I've toured Fallingwater (A PA FLW home) before and I learned more about FLW as a person and as an architect there than I did here. The tour here was really focused on this building only and didn't give the visitor anything to take away and apply/look for in other FLW homes.
As a conference center:
The rooms were set out for my conference in rows. The tables were narrow, but there was enough space to set down a (pre-charged) laptop. WiFi was fast and free, but seemed to often log me out. Temperature in the rooms was comfortable - I wasn't cold. The gift shop sells candy and some drug store type items. Near the gift shop is a drink machine and coffee machine ($).
