This was my first apartment so I didn't have very high expectations but somehow Highlands didn't even meet those. While the price is on the cheaper end of the scale for this neighborhood it isn't worth it. Leaf blowers every morning (including weekends) at 7 am. The gym is small and half the equipment is broken. Pool is decent but always filled with drunk people. The gas grills have broken nobs. Inside the apartment is nicely updated but constantly having maintenance issues. The roof is so bad that after one haboob a 2 ft hole formed in my patio ceiling and after many maintenance requests, emails, and calls, I finally went in to talk to someone to ask for money off my rent and to get someone to fix the damn thing. The ladies reply "oops not our problem". It took 3 MONTHS for them to fix it. Totally insane. Not to mention the walls are paper thin and you can hear everything. Dogs below me and next to me barked all day while I had the joy of listening to my neighbors have sex and curse at each other constantly. Don't move here if you want quiet. Not a safe complex either. Would not raise a family.
