  • I'm a stickler when it comes to PHO, so this place falls under 3-star territory for me. The reason for this is because the beef PHO usually has pretty well-done (dry) meat in it and the broth is inconsistent. Sometimes it's rich and fantastic, other times, a little on the bland side. Their spring rolls however, are very good and I couldn't resist them whenever I would drop in. Khai Hoan is a decent lunch spot in Tempe for those looking for a PHO fix. I'm not into the Chinese side of their menu, and they are by no means the best the valley has to offer. I prefer the PHO places in Phoenix, but these folks are friendly, prices are cheap, and they get the job done. Then again...there's also Haji-Baba just a stone's throw away.
