I will try again since my first review was removed by Yelp because it supposedly did not show "firsthand experience". I'm not sure how you can get more "firsthand" than receiving a bill from the company, so Yelp needs to take a closer look at their procedures.
Anyway, I have received a bill from this company, despite not asking for or receiving any services or goods from them. I don't know the legal definition of a "bill", but what they sent me looks very much like the bills we get from other vendors, and does not indicate anywhere in any reasonable fashion that it is a solicitation for business. Any reasonable person would see it as a bill. A harried small-business manager has a good chance of mistaking it for a bill and sending money.
In my view, this a clear attempt to defraud me and others, and I hope that criminal investigation if forthcoming.
