Tinuno's is really a hole in the wall, except the last time I went it seemed to be flooded with more 'non-locals'. The restaurant hosts a Kamayan feast, where once you sit down, they will literally pile mountains of goodness in front of you. Primarily seafood, it features a host of their best - fish, squid, pork belly and unlimited garlic rice (shhh. not a lot of people actually know about this). The best is utensils are optional; if you choose to eat with your hands, you're the mainstream.
Highlight of the meal is that it only costs $15 before tax and tip. But I'd easily pay up to $20.
P.S. My impression is that you get a little bit more food if you go in a smaller crowd
