Went on a (Arizona) cold Friday night with a couple friends and boy was that a good move. Not too many people were around probably due to the cold and seats were plentiful. Because of this the bartender and waiters were very friendly. I would guess that if they were more swamped, they may have a more difficult time being as accommodating.
As for food, it is apparently tapas style, but it is actually a bit larger than typical tapas. And since they are large, it is a decent value, but bring some friends so you aren't only eating one thing. I would recommend the Prime Rib Quesadillas and their Legacy Tasting. The Kobe Beef Sliders aren't too shabby either.
Only downside is finding the place, but I would say it is worth it if you can find a not-too-busy time.
