I live pretty close to Papago, so it's a place I regularly hike. But it's not because I love this park, it's really because of the convenience of living so close, and the fact that the trails are not challenging at all. Papago is one of the few places that I feel 100% safe about hiking on my own. Unless you take a wrong step while climbing one of the buttes, it's pretty hard to hurt yourself.
The park is clean and well kept, and you do get some good views of Phoenix, Tempe and Scottsdale on your hike. Once in a while I've even spotted some cool birds flying around. Because it's such an easy hike, Papago is a great spot for beginner/novice hikers, and a pretty good spot to take your kids or the dog. If you're looking to get outside and get some air, Papago is the place to hit up for an hour or two on a quiet afternoon or morning.
