Could not understand how they were understaffed on a prime traveling holiday like 4th of July, but they were. Waiting in line for an hour for a pre-reserved car with only two people behind counter is unacceptable. Self-kiosks didn't go noticeably faster. As line grew, there didn't seem to be any urgency at all among workers, a tell that this kind of situation must be commonplace. The agent was friendly but that wasn't enough to make up for the overall incompetence. Significant changes in management needed. Very poorly run operation.
