If you are looking for an affordable option outside the strip, I totally recommend JJANGA. The sushi is cheap ($3-$8) as well as the appetizer ($3). There's also an "All You Can Eat" (AYCE) dinner option for $25. My family and I ordered a la carte which was enough for everyone. I would say the rice and fish ratio is pretty fair. The chefs don't skimp you on the fish nor do they over stuff the maki rolls with rice.

-Spring Mountain Roll
Beware of the wait. Wait time seems to vary due to the AYCE option, but the staff is pretty efficient and friendly. Also, they have karaoke rooms on the other end of the dining area. The karaoke side doesn't seem to be very disruptive to the dining patrons... at least I didn't hear any random wailing sound during our meal. Overall, we enjoyed our time at JJANGA and will recommend this place to other visitors.
