It's ok. It doesn't feel like a pho place... more like a noisy dive bar. I mean, if you are into that then it's fine. I just like that it's open late and serves pho. Recently I had the ramen pho and it wasn't bad. I was expecting it to be terrible, but it wasn't!
Service was bad though. We waited 45 minutes before we got our food. The waiter cited that they were busy, but seriously? 45 minutes to dump some broth onto the noodles? Oh well.
I give it 3 stars because it's open late and it's not terrible pho. However, during the day, I'm heading to my usual pho place that's $4 cheaper, have better meat portions, faster service, and better tasting pho.
