I want to dispel a few of the previous reviews statements regarding service. The hostess was friendly and took us to our table right away! Our waiter was super friendly and even a bit funny! He made a joke about wearing a "dessert cam" to see the funny expressions people make when he offers dessert. The portions sizes at Garcia's are LARGE people... so the joke made both my wife and I laugh.
Now on to the food: I'm originally from Kansas and this style of Mexican food reminded me of Midwestern Mexican food. I'm not saying it's bad. Quite to the contrary... I REALLY enjoyed it! But I understand some of the digs this place gets for not being authentic. Honestly, I don't care about all that. There's plenty of traditional authentic Mexican restaurants in Phoenix. This place is a mash-up of Southwest, Midwest, and Mexican that ends up being super saucy, super cheesy, and super delicious. I love the food here.
Spinach Con Queso is a really tasty appetizer. I had the dinner combo #1 with cheese enchilada, red tamale, taco, rice and beans. Did I mention the portion sizes are enormous? They are. The chips and salsa were also tasty. Chips were hot and fresh. Salsa was zippy without being overly spicy.
The food was piping hot and super gooey melty cheesy. The rice was mildly flavored but nicely paired with their beans. On the whole I had no complaints.
The service was fast and friendly. The food was good. The decor was festive and fun. The dining room is enormous and my wife and I were immediately seated on a Friday night at 6:45pm. There was also a couple of guys with guitars going around playing for people. It wasn't overly loud or annoying. I thought the two were passing good guitar players and decent enough singers. It was a fun atmosphere. No complaints there either.
My advice: try this place for yourself. Don't discount Garcia's because of a few bad reviews. I really enjoyed this place and you may come to enjoy it as well. Good luck!
