I've stayed at Bally's several times and I'm giving it two stars because I'm considering changing hotels next time.
This hotel is right in the middle of the strip and is usually reasonably priced so that's why it's always been where we stay. However, the saying: "You get what you pay for" is starting to ring true. The hotel is starting to go downhill in that they aren't keeping it up as they should.
The carpet in the hallway of the seventh floor where we stayed was heavily stained as though it had been that way for a while. Also, the hallways have begun to grow a strong undertone of the smell of mothballs as you walk through. The carpet in the room was starting to come up around the nightstand and there was even a strip missing. The bench at the end of the bed had buttons popped off and was covered in crumbs, or God knows what. The chair at the vanity also had dark stains on it that looked as though no one had even tried to get them out. In the bathroom the paint and wallpaper were peeling away in a very noticeable way.
We stayed at the Monte Carlo the last time we came, but came back to Bally's because Bally's does not charge your card upon checking in and hold a "deposit" that they will refund when you check out. I don't know yet if there are any other hotels that do or do not have this policy, but that is definitely something that Bally's has going for them.
Bally's isn't the worst hotel I've stayed at, but it can definitely afford to improve. Being that it is in the middle of the strip and has decent prices is definitely a good reason to stay here if your main concern is having a convenient place to stay while you're here visiting and you won't be spending too much time in your room.
Personally I just didn't feel comfortable in a room that was obviously dirty. It left me thinking that if they couldn't bother to take care of the obvious then there were definitely deep cleaning issues that needed to be addressed.
