I visited District with a large group of people on a Saturday evening before going to a club downtown. We did not all arrive together, but were there within 15 minutes of each other. We were seated off to the side, out of view from almost the entire restaurant. This was what I believe the problem was for us. It took roughly 30 minutes to get our first round of drinks, and most of the service was pretty slow that evening. However, the Manager did come over and apologize and gave us our first round of drinks on him. I ordered the Cedar Roasted Pacific Salmon with asparagus tip risotto, and it was great. This is definitely a great place to visit if you find yourself downtown for any reason. I do not think I would come downtown specifically to eat here, but it was still a great meal.
