I have played here a few times, and the play was slow, but that was because of the snowbirds. Not because of the course or the staff.
The practice facility is fairly decent as well. Stays open pretty late as far as ranges go. The only real issue I have with practice range is that the chipping, bunker, and putting green are one large green which causes issues. You'll have guys chipping or pitching shots from one side of the green to the other, effectively taking up the entire thing, or if I have my back to the bunker and someone is practicing bunker play, a ball comes flying passed me because they have no idea what they are doing, it can become quite frightening.
The course itself is decent. You get what you pay for basically. I'm not to sure what people are expecting when they pay $25 a round in summer. Overall for the price a nice golf course.
