Super cheap food menu (though I've never actually eaten there) Good pint/food combos as well. Cheap liquor menu as well (pitchers for around $13) and you can get pitchers of Sangria. Inside decor is a bit run down and (as somebody else mentioned) the walk to the bathroom shows a kitchen in quite some disarray. Needless to say the atmosphere is about as laid back as you can get, and sometimes consequently so are the servers. But at that price you can't expect my drink to be filled at all times anyway.
Patio is great on a sunny day! Good place to start out to keep things cheap, and move on to something a little nicer for food.
