I have lived in this building since November of last year and only have good things to say about it. I have a 1 bedroom with floor to ceiling windows on the 20th floor. The rent isn't cheap (~$2300 for my rent plus utilities) but you get what you pay for.
The building is by far the best in Phoenix, it isn't even close. 44 Monroe is the only one that comes close to it in my opinion but Cityscape still has a leg up due to use of hotel amenities, staff responsiveness, and overall beauty of the building. The views are amazing and there are constantly events planned for residents (at least once a month) such as a free breakfast or happy hour.
Anyone who is looking for a place to live in PHX and wants a high rise downtown feel this is the place for you! Be aware of other places that claim to be "luxury" buildings in the area. My girlfriend lives in Linear Apartments which is managed by Baron Properties and it is the worst living experience I have ever been a part of.
Take advantage of a place and staff like cityscape has, they are few and very far between.
