I would give this place a 3.5. I only tried the drinks and pancake soo my review is based on that. First of all, the decor is really nice and fancy, I really liked the cutlery, ambiance and interior. The design is well thought out and the presentation is beautiful. I know they just opened, but the service felt a bit awkward and the staff seemed inexperienced and some were just standing around awkwardly. Even though we were sitting so close to them they couldn't see/hear us while we waved their attention. Another thing that reduced points for me was that they served no water when we sat down.
For the food - I shared a pancake and got a tea. Everything here is priced on the high side so my expectations would be higher- goes for service as well. The pancake was pretty good and very soft, the ice cream they served with it had a really subtle and nice tea flavor. Presentation was very nice and thought out. My tea was $8 and for that price, it didn't feel justified. I think $5 would've been more reasonable for a green tea.
The food and presentation of everything looked very nice, I think if the staff was in training for a bit longer, this place would definitely be a 4. I would come back to try their food, but it would definitely be a special occasion type of thing.
