Recycle the hangers .... no they don't. If recycling is at all important to you, find another dry cleaner.
I've been going to Delia's for over 10 years. This morning after I dropped off my clothes and brought about 50 hangers to be recycled I sat in my car and watched the employee walk out of the store and toss all of the hangers in the dumpster. I waited for him to come back to the store and asked him if they recycled hangers; he said usually, but they have so many he has no room for any more so he just throws them away.
The math doesn't add up: Not every hanger is returned to be recycled/reused. If they have too many hangers either they're losing so much business that the number of hangers being returned keeps exceeding the number of clothes they clean, OR they don't really recycle/reuse the hangers. From what I saw ... they don't really recycle/reuse the hangers.
If you see it happen, its happened hundreds of times before.
