I'm Vietnamese so I am extremely picky with Pho. Of course you need the star anise, cinnamon, beef bone broth etc... to make your pho broth rich in flavor. Take my word for it, this has to be the best place to get Pho. Honestly, it is very hard to serve rich in flavor pho at a restaurant because the general nature of the dish takes so long to make. For me, nothing beats homemade pho, but I have been here since I was a kid and I love it. You will know when there is a not so good bowl of pho, the broth would not be rich in flavor and you will be able to taste "water". Their menu has stayed the same since I first came here as a child and there are many wonderful options to get. Hu Tieu Xao (stir fry) and any of the Com Tam (broken rice) dishes are phenomenal. The sauce is the most important part and they manage to hit it every time.
The place could be a little cleaner(reason for 4 stars), but the preservation of the restaurant decor and everything else has been the same for many many years. The family who owns this restaurant is extremely nice and welcoming and my review is not in any way biased because my family knows them. The food comes out fast and I have not had one bad experience. I have yet to find any other Pho restaurant who can manage to bring a good degree of richness to their broth... so check it out!
