Bank of America used ot offer a single digit fixed rate of interest credit card to college students in 1995.
It was a Visa for 9.9% and Sylvia Coats ran the program. This was right before the merger with NationsBank in North Carolina. Today its 15%, 18%, 21%, 24% and rising as I write this
I cited this bank as once being awesome while it was directed by Sylvia Coats (particularly for the college undergrad program). But then it got aquited.
