| - I had an intimidating and uncomfortable experience a few months ago with Officer "ROSCOW" #2090 (a motorcycle cop). While stopped at a red light, he pulls up to my right and YELLS "pull over!" confused, thinking into the intersection? He yells at me again to pull over across the street. He approaches my window asks for my driver's license, insurance and then registration. Petrified because I had no idea why I was being pulled over or yelled at. He said while I was stopped at the RED light (behind 2 or 3 cars) I was distracted because I was on my cellphone. At no time did I text or put my phone to my ear (I know better.) While stopped at a red light I plugged my cellphone into the car and touched the screen all in seconds while the light remained red. My vehicle was never in motion during this time. He said he didn't care it was a distraction. He said it doesn't matter if you are putting on your make-up or touching the phone, you cannot be distracted even if your car is not moving. It felt like I was being scolded like child. So he wrote me a ticket. If I am guilty I own up to my responsibilities. Always have and always will. However, I see why this City/County has such a DISCONNECT WITH LAW ENFORCEMENT which cultivates crime. I've lived here for 5 years, and was a Corporate Training officer for a fortune 500 company prior. No one wants to get a ticket; even worse no one wants to be approached or treated like a convict or a devalued human being. Officer Roscow's defensive approach and judgmental disposition was threatening. I've never been arrested or done drugs in my life but, this approach of guilty until proven innocent is unethical. THE APPROACH: Decades ago, in Ohio, I was pulled over by a highway patrol. He said, "Hi Mamm, how are you?" I said, "fine." He said, "Do you know why I pulled you over?" I said, "not a clue." He told me what I did (something with the turn lane) and I didn't know was illegal. He kindly educated me which is key here and gave me a warning. I never misused the turn lane ever again, till this day. His approach made me comfortable and I felt safe as if he was genuinely concerned about my safety. THE SOLUTION #1: Retrain all Las Vegas Officer's mindset and approach that not everyone is a criminal so do not treat them as such. Approach everyone as if they are your neighbor make them comfortable so the people can start building trust. Educate everyone instead being out to get them. Just because you know the law doesn't mean everyone else does. This is THE TICKET! (Literally) THE SOLUTION #2: Put out a new PSA on TV every two weeks on "Following the Law in Nevada" i.e. Kids, make sure you get off your bike walk with your bike in the crosswalk; No jay walking; the Zipper effect. Etc. You get the picture. This is an effective educational tool. San Diego Law Enforcement has his figured out. The Law enforcement there is everyone's friend. They're always on TV with hilarious but effective skits/messages. Lastly, how can Nevada Law Enforcement SERVE and PROTECT when you can't reach us because you put us on the other on the other side of "de-fence?"
