  • Monterey's HOA does not consider rats/rodents as pests! (Outdoor not indoor.) As the HOA they are responsible for outdoor pest control, but they would rather blame the golf course for the rats or call it an "act of nature" saying it's not their responsibility. What's the point of $300 in HOA fees a month if there are rats in the parking lots and dumpsters outside?!
