I booked the Rio last minute as I needed room while attending CES (my decision to attend came very late). I've stayed at my share of Vegas hotels. The RIO is by far the worst room I've ever had. I've been in the Rio's Casino and have had drinks at one of the bars and enjoyed myself so I was confident that the rooms were decent. I was not expecting The Wynn or Four Seasons but I did expect amenities from this decade or maybe the last. My room was on the 4th floor in the Masquerade tower and looked as though I'd stepped into a time capsule with its outdated furnishing, dingy rug, and brass fixtures. I get it Vegas Resorts don't want you to spend time in your room but when I do I'd like it to be at least of the quality of a budget chain hotel. This was not even that. Not to mention the fact that when I arrived it took nearly an hour to check-in. Once I did check-in almost all of the restaurants and room service were closed except the Vietnamese Pho' that by the was not serving Pho at that time (I love Vietnamese noodle soup). This place is in serious need of upgrade I'll know for the next time. Definitely wouldn't recommend.
