I highly recommend going to see this library even if you are just a tourist. The architecture and exhibitions are more impressive than any other public space in Cleveland. This may be the best Public Library in the U.S. The architecture is incredible and the staff is friendly and will gladly answer any questions that you may have about the place.
I found that I could take the elevator to the 10th floor for a magnificent and FREE view of the city. The 10th floor is labeled as an administrative floor, but it is open to public, so don't worry just go ahead. No one will stop you.
The library is actually composed of 2 buildings across the street from each other, connected by an underground walkway. As I took the underground path from the new building to explore the old one, I met a kind volunteer and had a surprisingly engaging conversation about the library, Cleveland and about life. He told me exactly where to go in the old library building to see some elegant architecture and a couple of interesting exhibitions.
