We bought a new home 2 years ago and already had numerous drywall cracks within the 2 year period. Builder told us it's due to settlement and refused to do any investigation. My co-worker referred Todd and we hired him for a structure inspection.
Todd is very knowledgeable and professional. He pointed out that the cracks are due to poor construction quality and not settlement or structural issue. Todd listed out a few repair recommendations and explained the situation thoroughly. We then send his report to our builder.
The builder decided to send their own structural engineer after receiving Todd's report. Their structural engineer pretty much agreed that the cracks are indeed due to poor construction quality and not settlement (just like Todd's finding). The two actually had very similar recommendations with two minor differences.
We had two highly competent engineers came and did a structure inspection. I do not know how to hire the one sent by the builder, but you can definitely hire Todd at TH Structural. By the way, he is a structural engineer with a structural seal, which is hard to find in the Phoenix area. Most of the other structural engineers for this line of work (residential homes) have civil seal, not structure. Not saying they are less competent but it will make a difference when you have to pull a last resort (bringing builder to court).
