  • A department in chaos. A department that fails to treat citizens with dignity and respect. A department that lacks training, equipment and an environment in which officers would want to excel at their jobs. A department that exemplifies everything Cleveland--broken, disheveled, bereft of hope. This district is one of the worst. Don't expect the dignity of a response to a call. Don't expect officers to care. Don't expect help.
