I agree 100% with the other users...only I have a little to add.
I got 3 tickets in 3 days in a row for parking behind my apartment in a clearly "tenant designated" parking area. It is clear that the property lines extended out into the alley behind my apartment to encompass the space my compact car took up. I called immediately after receiving the initial ticket...they did not return my call for a week (even after bugging the heck out of them--I left about 5 messages every day asking them politely to return my call). Once they FINALLY decided to return my call, they said all they could do was send an "official" out to check the property...go figure...they didn't think the area was "private property". I doubt they even sent someone out to check it; furthermore, why wouldn't they want me to meet with the official to state my case? Rather one-sided, don't you think?
Just a heads up too: There is hardly any parking where the office is located. To get parking permits, you need to go to the office...there is no other option. Annnnnnddd if you find a parking spot on Blvd. of the Allies, you can only park there until 4. A minute later and you are guaranteed to get a ticket!
One word to describe Pittsburgh Parking Authority: ASSHOLES.
