Probably closer to a three, but dim sum is too scarce in the valley to star too harshly. Definitely not as good as Phoenix Palace, but still okay. We didn't get in until after 1:00pm, so selection was limited--no potstickers or Singapore noodles without ordering full size/price from menu. My favorite baked bbq buns were too bready, with almost no bbq paste and even less pork, and the sticky rice and steamed buns had a bit of an unpleasant aftertaste. Everything else was as expected but just overall underwhelming. Atmosphere and food just better across town.
