I brought my new bike in to get a basket installed as I was referred there by a friend. The front rack and basket costed me 50 in total, and installation costed me another 35. I had no problem with the way the front rack was installed but the way the basket was "zipped-tied" on got me asking questions. He told me: well, the zip ties are stronger than the flimsy metal screws. Great, exactly the answers I was looking for to justify me spending 10 dollars on zip ties.....
Also, they almost didn't give me the parts of the basket that they didn't use. I had to ask for me. So be aware.
Lesson learned. I would suggest you to visit mountain co-op first, and if they don't have what you are looking for, then visit urbane cyclist or other bicycle shops.
On average mountain co-op would be 5 - 10 dollars cheaper.
