I don't want to hyperbolize how bad Air Canada is. They didn't bring my bag from Toronto to Baltimore because the plane was too heavy. Fine, stuff happens. But two days later and I still don't have it. I'm a business traveller at a conference, you know where the bag is, just put it on a plane. Every flight that leaves they update the status to tell me it will be on the next one. There are articles online from four years ago describing my exact experience, including the call center in India who has been specifically instructed to make up any story they want because nobody is going to do anything anyway. If this was a problem four years ago then change something. If you can't fly with a plane full of passengers and their baggage, then change the rules as to how heavy bags can be. You charged me $31 for a bag you didn't bring. When I fly I expect to be inconvenienced, it's a terrible way to travel on the best day. But I really don't understand why Air Canada needs to take an unfortunate and avoidable event like having too much luggage for a flight and turn it into a complete nightmare with a $31 screw you cherry on the sundae.
