I've been going to Hong Kong Gourmet Buffet for over a decade. Disregard my previous review about this place.
In the past year, I've eaten here 4 times. All four times because of proximity and because one of my daughters likes their shrimp tempura and frog legs.
Their food has been on a steady decline. I haven't said anything about it, until now. Their food just looks like its been sitting there all day.
Tonight, we went there and they had shut down one of their hot food sections for repair. They put a sign up that they moved the food they would have normally had there to another spot. It doesn't make sense. You're probably wondering if they adjusted the prices accordingly. The answer is "No."
We took our time eating and talking. They refilled the shrimp tempura one time. They didn't even have any and pepper shrimp. They didn't have oysters. Their crabs were anemic and looked tiny.
On top of all that, our waitress added an extra drink to our bill. I chalked it up to the language barrier. I was being cool about it until the guy in charge called the waitress over (before I could finish explaining what happened). She said that my daughter ordered a soda. She seemed to be agitated and was protecting a bit of attitude, as if she were blaming me for the mistake.
Things could have unfolded smoother if the guy in charge just listened to my explanation right off the bat, instead of trying to get an explanation from the waitress.
I did NOT leave a tip, and I will not be returning to this establishment.

Here's my explanation for what happened with the drink:
We got there. I ordered a Sierra Mist. My two daughters ordered water.
I drank my Sierra Mist and got up to get food. I asked my daughter to tell the waitress I needed a refill of Sierra Mist if she came back before I got there. Before I got back, the waitress came by and accidentally filled my glass with water. My daughter told her that I needed a refill of Sierra Mist, and she brought one over and charged me. It was a simple mistake that neither the waitress and the guy in charge couldn't comprehend. (Mostly because they refuse to really listen to my initial explanation.)
Next time, I will be taking my business to either Pacific Seafood Buffet or Jogoya.
