| - If you were unjustifiably towed, be sure to complain to BOTH the city AND the business you were parked at. Ask the business to choose another towing company for their towing needs. Also, file at your local magistrate to get your money back.
Howard's Towing towed a moving vehicle, a Zipcar rental, outside of the apartment building I live in while I was loading and unloading boxes in the "loading zone" (where the landlord tells people to park while moving). I even have a parking lease documented. When sharing this evidence with the driver (somebody only hired one week before he towed the vehicle and refused a refund), they said they can't provide refunds without the owner's approval and I have to talk to Howard. Conveniently, Howard was unreachable, so I had to pay the ransom to get the rental out of the lot to where it needed to be or be faced with huge late fees.
Howard isn't responsive at all, it's a trap. Apparently, he must be the busiest guy in the world, because after ~25 phone calls he won't get back to me or my assistant. Must be really smug, screwing people over with predatory towing around the city, knowing that he can get away with it because most people won't stand up for themselves or have the time to fight it.

The employee tried to say that the credit card machine is mysteriously broken so he will accept cash only, when I said I would attempt to dispute the charge because of the nature of the tow. Fun fact for Howard's Towing: they LEGALLY are REQUIRED to accept credit card payments. Have all of this on audio and camera recording, with plenty of documented evidence. So many terrible things about this company. I'd say to avoid it, but if you're reading this you probably had no choice but to be forced into "doing business" with this bottom-feeder. If you were illegally parked and did something wrong, just accept it, bite the bullet, and move on. But if you are refused a refund after sharing ample evidence of your right to park in a particular place, be sure to fight for your rights and not let this type of behavior continue. They "reduced" the fee to 115.
It is not financially worth my time to fight this or post about the incident, but I am spreading the word to discourage similar stories from happening to other Pittsburghers.
