This incline is run by Pittsburgh's transit system. It's the older of the two inclines and from what I saw when riding it you can use a transit pass to pay for your fare.
The cars are different than the other incline. There are 3 levels to each car so obviously the lower level has the best view. The upper level had small seats that folded out. I couldn't figure out why these seats were different from other other levels until the trip back but later realized that this incline allows people to bring their bicycles on board and this is the level that they go on. Sort of makes sense now.
This incline still offers a great view of the city of Pittsburgh and when you get up to the top you can walk to a couple of different overlooks . You may even spot a deer in the fence around the incline station.
There's also a bit more to do at the bottom of this incline with a mall and entertainment complex nearby. At the top, you can walk to restaurants and other businesses.
