I read that this is for hotel guests only. This is a lie. Just take the elevator that is not for the thrill rides (around the corner from those elevators)- it is a shorter line and free. It takes you to floor 108 which has walking and sitting space for all ages and a gift shop. It is the level that crazy people jump off the stratosphere, which is fun the watch. The bar is located on this floor. The happy hour (7-11p) was $5 wells. Not bad and they made them strong. I was bored by the CMT music video channel they were playing for music and our bartender was older and super unfriendly. I totally got the impression he hated his life and job. When his shift ended (thank god), a bubbly, super friendly blonde woman arrived and was just the best! All the other patrons agreed that they did not like the male bartender and his demeanor.
The new one changed the music to more party music videos (LMFAO anyone?). She was on top of the refills and was just fun to talk to! The bar is small and quaint, so not for dancing or anything.
This is a great bar to grab a drink and take in the views. From 108, you can go to 109 by stairs or elevator to the observation deck (also free), and take in the views as far as the eye can see, as well as watch the thrill rides. I'm not sure but I want to say if you take the thrill ride elevator they make you pay to go to the observation deck.
Definitely come here- day or night, with or without kids (no kids in the bar area, but you can get drinks to go). You haven't seen Las Vegas until you've seen it from this height.
