I think the store selection is a four, but the setup and hassle to get in is more of a two. I'll settle in the middle at a three.
As a local I can't really see myself coming here more than once a year. Disclaimer, I don't love shopping and I hate indoor malls. Given those facts, a three is saying something.
The number and variety of stores is pretty impressive. There are higher end stores that you wouldn't find at all average suburban mall. The better department stores are Neiman Marcus, Nordstrom's, and Saks Fifth Avenue. For women looking for clothing or purses they offer brands like Kate Spade, Coach, and Michael Kors. The mall even has the iconic Tiffany's.
On the Las Vegas Strip these stores are probably not that unique since other on strip shopping centers duplicate some of the stores. To a tourist this mall probably offers some stores that are unique to what they'd find back home.
The restaurants at the mall are chain restaurants, but they are the upscale chains if you will. Notable restaurants are The Capital Grille, Maggiano's, and Kona Grill. The Capital Grille and Maggiano's even offer window seats that offer a view of The Strip.
The only real problem with this place in my opinion is the parking situation. The easiest garage to access from the 15 isn't anywhere near the stores and other parking is a bit of a maze to access. I think the time I parked at TI and walked over was actually easier.
