| - This is updated, since I now have lived elsewhere for five months. I assumed all management was not that great, nor responsive. At my new place, my manager will return my calls and act on any complaints people have (at RS, the managers never returned my calls!, and the leasing staff would say they were out or on calls at all times).
Pros and cons - just like any apartment complex. The LOCATION cannot be beat. This is downtown but where you're near parks and close to historical neighborhoods with unique homes. Downtown Phoenix (DTPHX) has become insanely pricey, since now it's suddenly hipster and cool, whereas when I moved down there in 2010, it was not.
PROS:
1. LOCATION. Many students and faculty and staff from ASU or downtown businesses reside here. I saved over $800 a year (or whatever insane pricing ASU charges for parking). Just north of the complex are very expensive nice condos, and further north and west is the Roosevelt Historical Neighborhood with homes ranging from $400k to almost a million. That said, there are numerous homeless individuals around; this is downtown. (Just like in any city).
DT PHX has become cool over the last 10 years. In 2010, I'd walk down the street, and it was a ghost town. Now with the light rail off Central, tons of restaurants, bars, etc., and some kind of festival(s) almost every weekend, it's easy to find things to do.
There is the Downtown YMCA / ASU gym down the street.
2. CHEAPER than most other complexes. Now that DTPHX has been incredibly built up, there are many complexes around, where a 1BD may start at $1500 or more.
There are even cheaper apartments south, maybe off 4th Ave and Fillmore or even further down, smaller places that are not gated, maybe a studio or somewhere without W/D in unit. It depends on what a person wants. Also cheaper is to not live downtown (duh), by moving to Midtown or Uptown.
3. MAINTENANCE team is fantastic. I lived here over seven years, and there has been turnover (again, common among any apartment I lived), but current maintenance crew are excellent. They call before coming by, are professional, and friendly. In the past, I would say, some of the repairs were done kinda half way... so they had to be redone. In 2014, I had a major leak from the upstairs neighbors. Someone NOT from this current crew kind of fixed it (the leak is fixed BTW), but the wall / ceiling looked warped.
4. The move out process was not so bad. I also hired cleaners to thoroughly clean my place; it was well worth it. I had moved units at some point so ended up moving from a 3rd to a 2nd floor. I ensured I did a walk through with maintenance and the assistant manager. The final moveout statement took 18 days to arrive in my email inbox. The refund from my original deposit took 1 week.
5. Lots of areas for dogs. If a person has a dog, there is the park just to the north within the area, or just go north to Hance (Hance can also be a con).
6. Decent managements...but I have had better managers. In 2017, when I complained about trash in hallways and emailed the manager or assistant manager, the people were warned and did not leave trash out again. It does attract pests!
7. Great gym for an apartment complex. It isn't huge, but adequate space for floor exercises & plenty of equipment.
CONS
So many of these are common among apartment complexes.
1. Pests. Yes, there were rats and mice in 2015 and maybe before, sometimes roaches. This has been fixed, though - hopefully(?). The Burns Pest company comes out all the time, there are rat traps everywhere now.
Also - this is partially residents' faults if they leave trash out in hall (another con - Valet trash everyone has to pay for!)
2. Management does turn over. The assistant manager Daishia was here for over five years, and some staff remain. It's hard to work in this setting, I can imagine. When I moved in 2010, it was Greystar. Now the company is Berkshire. There is better management at other places. At my current place, the manager returns my call, knows who I am, and is helpful.
3. This is downtown; there are going to be homeless individuals around. Hance Park just north houses many homeless people, and the park has become an area of drugs, according to a city employee. This is not related to the apartment itself.
4. Valet trash is required; they do not always come by. The halls often smell of trash, since residents leave trash out on weekends. One can use special bags for recycling, which often just get tossed in the trash.
5. Like many complexes, one can hear through walls and neighbors above/below.
6. Assigned parking costs extra. The garages can fill up quickly. Now they require a permit to park in the garages. I noted parking improved after this.
7. Cheap-o cabinets and fixtures. Also typical of other places. Cabinets made of plywood. Now that I've lived elsewhere, there are better options with higher quality cabinets.
