I agree with Nicholas. Azure has potential, but still seems disorganized.
On a late Wednesday afternoon without many guests, servers were visible but seemed to have trouble coping with maybe of a third of the seats occupied. After entering and checking out the views, a host approached and invited my party to find open seats.
We ended up at a communal table with another party who was wondering where a server was. One member of the other party eventually approached a server and was told that they would be helped shortly, but I don't I know if they ever were. After borrowing the menu from our neighbors and seeing the prices ($$$$!) we decided to venture out for one of Cleveland's many happy hours.
The setting is great, but Azure is on the 12th floor of a building in Cleveland -- not the 103rd floor of the Burj Khalfia!
