  • This is the best place in Surprise, Arizona. In a city built on national chains, Saigon Kitchen is the little beacon of independent freedom. Servers are friendly, owner is friendly, food is delicious. Both the shaken beef and the clay pot salmon are two of the best meals I enjoyed during my years in Arizona.
