Contrary to what the manager at Meineke shoveled at me over the phone, no repair shop has a legal duty to fix your car for liability purposes. The only law that governs is contract law (i.e. you have the right to turn down an offer to fix your car at a proposed price) and any resulting legal issues that stem from such a contract (e.g. any warranties, express or implied). Of course, one still reserves the right to sue for breach of contract in civil court, perhaps based on negligence, if the contracted work proves problematic that causes damages. Consequently, never fall for the "hook" that you are legally obligated to have Meineke "fix" your car, as the manager at this location had tried to tell me over the phone.
