Believe it or not I've never been all that impressed with Mexican food in Phoenix. I've eaten at many touted and revered places and been disappointed more than once. I was always sure there were great places, but couldn't find them.
Manuel's has my hopes back on track.
Our service was very good, the food was tasty and fresh, portions are HUGE (the biggest chicken enchilada I've ever had, it was stuffed thick with delicious pulled chicken) and just a really good dining experience. But what really stole the show... the chile verde (green chili) burrito. The chile verde was tender, perfectly spiced, and just awesome. I can't wait to go back. Excellent and worth the five stars.
We also had guacamole which was large and very good too.
[I have to add one thing, from the looks of things on the menu the meals looked skimpy. The waiter told me they offer a pick three combo that's not on the menu. I went for it, but should have just done the pick two as the portions are WAY bigger than the menu photos lead one to believe. Oh well the leftovers were great the next day for lunch.]
They do burritos (burros) differently than Midwesterners and folks back East are used to - burritos usually have only a couple ingredients. They aren't loaded with ingredients like in NY and Chicago.
